Revised Guidelines for submission of Date of Birth Certificates

ATTENTION ALL STATE PRESIDENTS/SECRETARIES


Please refer to the Circular relating to Date of Birth Guidelines to be Followed by all State Associations as laid down under the Registration of Birth and Death Act, 1969.

The following procedure is required to be followed by all State Associations in the light of the observations made by Honorable High Court of Delhi in one of the matters.

In case a Player produces a Date of Birth Certificate in which the Date of registration is beyond the period of one year from the date of birth mentioned, the following procedure should be followed:

  1. The Player should be directed to produce, copy of such Judicial Order produced with the Registrar of Birth and Death authority at the time of obtainingsuch Birth certificate.
  2. In case of photocopy of such Judicial order is produced, the same should be forwarded to authority, issuing the said judicial order for verification.
  3. In case Player / parent is unable to present the copy of Judicial order, in that event player should be allowed to play conditionally and subject to the following:
    1. The State Association shall forward the copy of said certificate (submitted by the Player which has been registered beyond the period of one year) to the Registrarof Date of Birth and Death (who has issued the certificate) to confirm and provide a copy of Judicial order on the basis of which the Date of Birth of the Player has been registered.
    2. In the event of non availability of such Judicial Order, the Registrar may be asked, as why the guidelines laid down under Date of Birth and Death Act, 1969 has not been followed and on what basis the Birth of the candidate / Player has been registered, which is not in conformity with Date of Birth and Death Act, 1969.
    3. The State Associations shall / may adopt appropriate legal recourse in case of non availability of Judicial order with competent court of law / authorities to enquire into as to why, the concerned registrar had not insisted for judicial order prior to registration of Birth as per the procedure laid down under Registration of Date and Birth Act, 1969.

      ALL MAY PLEASE NOTE THAT TILL THE NEGATIVE REPORT IS RECEIVED FROM COMPETENT AUTHORITY(S), NO PLAYER SHALL BE RESTRAINED FROM PLAYING AT ANY LEVELS BY ANY OF THE STATE / DISTRICT ASSOCIATIONS.

      However, it shall be made clear that in the event any adverse report of any nature is received, without prejudice to any other legal action, all benefits so enjoyed accrued by such candidate including award/trophies shall stand forfeited and such player shall be barred from playing in future for such period as a Discipline commission may decide.

      The compliance of the above guidelines is the absolute responsibility of State Association's President / secretaries.
